Preheat oven to 175°C (350°F) and line a square baking pan with parchment paper. Mix melted butter, granulated sugar, and brown sugar until smooth.

Add eggs one by one, then mix in vanilla extract. In another bowl, whisk flour, cocoa powder, salt, and baking powder. Gently combine dry ingredients into wet mixture. Fold in walnuts and chocolate chips.
